The City of Freeport’s general administration is managed by the City Manager’s Office, which is responsible for carrying out the policies and goals set by the City Council. The City Manager reports directly to the Mayor and City Council and is in charge of supervising the day-to-day activities of all City departments, as well as developing the Strategic Plan. Additionally, the City Manager’s Office leads the financial and budget management process and guides the City’s planning efforts for the future.

Lance Petty has served the City of Freeport, Texas, as City Manager since December 2023. He previously served as the Director of Public Works/Assistant City Manager since 2020. Lance has held various city management roles during his 31 years of service, which began in 1996 with the City of Saginaw, Texas.

Lance was born in Bridgeport, Texas, and was raised with strong family roots. He is a Certified Public Works Professional Manager (CPWPM); only five managers hold this certification in the State of Texas. He is also a member of the Texas City Management Association and is certified by the Texas Commission on Environmental Quality (TCEQ) in the operations of utility systems.

Lance and his wife, Amanda, reside in Freeport with their five children: Suni, Jared, Alex, Brody, and Piper, who attends Freeport Elementary.
